This paper investigates how measures directed at influencing the behaviour of the human being can contribute to the 1991 Multi Year Programme on Road Safety of the Dutch Ministry of Transport and Public Works. The paper describes a number of behavioural theories and models from which criteria can be derived for a number of measures. These measures include: (1) education; (2) driver training; (3) publicity; (4) police enforcement and rewards; and (5) legislation. The measures are further described, on the basis of a framework for influencing the individual road user behaviour by the Dutch national government
